No. Always better to format with another PS3. The jailbreak isn't on the HDD it's on the system. Meaning it won't matter. You just install the last FW on that system.

No, when you place an HDD that is new to the system you will be auto booted and prompted to format and install an update. So pretty much just update and the rest is done for you. After that you can put it back.

All you gotta do is install the hard drive, boot into recovery mode, select system update and install 3.55 ofw or 3.56 from USB if that was your minimum version. Then install cfw from dashboard after everything's done.
