Faulty hard drive or faulty PSU are the most likely issues.

okay, sounds like a fault. best ask the the old owner about the issue, if it powers off and shows no lights its probably psu, if theres a yellow flash then could be a large number of reasons. even a brick, and no display using eject button, that could be light ylod, but the no display can be simply it needs av cords or display reset or the rsx needs reballing, and increased fan speeds is normally ether a mod or heat sink issue, sounds like this can be fixed easily though, hard to say without looking at the console though

I bought one of a customer who came into my shop, it was the 60GB Phat version, did exactly the same things as yours is doing, it was never jailbroke and was never taken apart, so I reflowed both chips (CPU & RSX) with a hot air station at 300 - 350c for around 10mins, let it cool for 45 - 1hour, new paste, re-assemble. Booted up 1st time and it's still going strong. Hope this helps

Do can you redo PS3s if they have hdd issues? (Check my post please.) If so can I mail it to you?
