I have a PS3 with CFW rebug 4.70. My LV2 kernel is DEX and target id is CEX.
Whenever I disable system calls my Lv2 kernel changes to CEX and my target Id
remain as DEX. As a result I am not able to use any DEX features and my DEX eboot and DEX GTA 5 sprx mod menu WILL NOT WORK😢. In addition whenever I try to change the Lv2 kernel to DEX after I have disabled system calls it a message pops up saying that the FW is not supported (something like that). I reinstalled the rebug toolbox but, that didn't help me.

My question is: How to stop Lv2 kernel from changing into CEX when syscall are disabled/ How to change Lv2 kernel back to DEX?

If there is no answer to those then my other question would be: How to go on psn safely without disanling system calls?

System call disabling means pretending to be on OFW.

You can't stop it, disabling sys calls makes it look as if you are on ofw, meaning CEX. You are still on DEX and get all the features, it just looks otherwise. Btw this option is quite useless as Sony and games can still see you are on CFW.

If you're not able to use any DEX options while disabling sys calls, then maybe you aren't on DEX. If you swap lv2 with sys calls disabled you are actually going to CEX. Have you tried to see if DEX features work without disabling them?
