Well on the Brewology site, it's only been update to work on 4.80 cex. I can't find it for dex

The base version works fine for both.

Wrong, BD Emulator doesn't work if it doesn't support the firmware.

I've seen it work perfect for others. Make sure you don't have sys calls disabled. Also, you can manually enabled it in mm.

Yeah I've double checked that part, I've hard rebooted my ps3 and reinstall multiman from the pkg. Then it will say "Error: Unsupported System Firmware" right after it installs and says how some features will be disabled, and then the option to enable it shows either "None" or "Unavailabe".

There's fixes for that, look around. Also, make sure your debug settings are set correctly and that you aren't disabling sys calls.
