Try putting your console in recovery mode and " Rebuild database " see if that helps

GTA lag is normal as the system has to load up the game, it's hardware is not as up to date to handle things. If it's that bad try a rebuild database.

What exactly does a rebuild database do?

these can be a number of issue's causing it, first thing you should try is rebuild data base, if its slow massages and gta lag it might only be that your connection is really slow to the psn, but if thats not it, then it could be your hdd or cpu, 9/10 its a hdd issue or network issue, if you have really bad xmb lag and everything loads slow including textures and your console freezes alot its most likely your hdd, but it can be caused by a failing cpu but not likely that thats the issue as that is rare. so try rebuild data base and if that don't help try a different hard drive and see if that helps, also it could be caused by slow internet i could tell you all about that lol
