You said Custom Games so I would assume you mean Bo2.

In that case no, you will not be able to host or use any mods without another person hosting them for you. You may be able to find someone who will host a mod menu for you, for free, You must login or register to view this content.. Or you could create a request thread You must login or register to view this content. asking someone to host a menu for you and a friend to use.
