to start, pkg's as you might know are like zip files, the ps3 simply extracts the folders to the directed root. most the times with these games the cheat pkg is just a modded eboot or a modified game files of some kind, for example. you might have a heavily modified version of a psn game and repackage it into a pkg, as long as you have bought it legit it is even usable on ofw so long as the eboot is the original or well signed, but thats off topic as you don't wanna modify full psn games and use on ofw, so back on topic i don't see the point is making a pkg for cheats unless its big just saying.

You haven't really gave me much to go one but if you wanna make cheat pkg's you will need pkg repacker, pkg viewer and the know how to mod the game you wanna do, where its eboot mods or files mods, there's a fair amount of youtube videos that explain this.

Since your talking about infinte ammo i think you might be looking to do the wrong thing but hell do i know you never mentioned the game or anything like that.

Like I am playing far cry 4 nowdays I used pkg view and I see that pkg it's like a folder of the game with th usdir and with the eboot and param.sfo and etc so I suppose I need offsets so I need to arrange the last pkg update of the game and I need to open that update and take the eboot I think of with I need to edit the eboot I suppose the problem is where I find the offsets of far cry 4 1.07 because I try to find and I don't found anything a day I need to know who to modify the eboot with the hxd editor right? Please correct me if I am wrong on something bro I am trying to learn.

i have never made a modded eboot so i won't know. i know you can use power pc but idk about hxd, as for finding offsets you can always try netcheat or even get some old offsets if you can find some and updates them to current version.

I just find the 1.06 offsets but the game is in 1.07 how can i update the offsets bro?

on same games the offsets are the same after the update, example of this is dark souls 2. but if the old ones don't work then you will need to use IDA pro or a something similar to update the offsets to the most recent, again there is tutorials on how to do this

you got 1.06 offset right? if so put them ether into a rtm tool or eboot then test them, if they don't work then look up how to Update offset with IDA pro

Yes I have find a site where they have the original offset the eboot offset and the tool offset I Try with the ex editor found the original offset of the ammo for example and I didnt found it! It says location error! I need to find first the original offset location in the eboot and then switch with the right ammo eboot offset right?

idk how to explain it, to someone who doesn't know what there doing. sorry to say. probably should ask someone else who know how to explain this better because i don't know much about working with eboots
