I found the problem it's with rebug toolbox when I change to CEX it reverts back to the NO option after quitting there's multiple threads about this problem and I can't remember how i fixed it last time but i will post here again when i do. May need to do a complete reinstall of rebug

If it's a matter of having EID0 set to CEX, you could look into converting back to CEX with Rebug Toolbox/IDPSSet, as it would be a seamless process.

already converted to CEX but it's no good for DEX eboots and sprx. If i convert to DEX and then try to change EID0 it won't change. it reverts back to NO
