You're using a fake or banned CID.

I got the dump files myself.
When I try my old one it says its been banned but when I try the ones I just got off old consoles they don't work anymore but when I first got them they worked straight away.

One last resort would be to go to rebug toolbox and change active PS3id to CEX/DEX or alternatively, change the beginning digits of the CID in question from 000000010084 to 000000010082 or vice versa.

Last resort, downgrade to 4.80 or lower, should work again  dunno what's up with 4.81 but had the same issue.
