A VPN will hook up to your PS3 and give you a fake IP. You can connect it by doing that, tons of tutorials online.

I have the same problem every one hour one account. Make 10 users then you have the problem no longer when creating an account!!!!

Sign in into PSN with all new users !!!After you can all modded without problems Sal

Another way to fix it is, don't go into public lobbies and get yourself caught. :p
