Assuming he's trying to use a menu that's censored by NGU (hence the asterisks), he copied the sprx eboot to the BO2 usrdir directory. He copied the sprx itself to tmp as per instructions. And then the menu won't launch in-game for him. I would say English is not his native language since he couldn't spelled "the".
