I bring to you the Uncharted 2 developer debug EBOOT for version 1.09 of the physical US release.
There are a few tutorials online to enabling the menu yourself, but most of the offsets vary between versions and regions.
Through extensive testing and research, I found the offset to enable the Tester's menu. There is no way to enable to full menu without a devkit.
