Nope...it deletes everything accessible by users (Doesn't delete firmware, or anything related)

No it doesn't reset your firmware. All a format does is format your HD, however, the PS3's firmware isn't stored on the HD its stored on the flash and since that isn't formatted during the format then the firware isn't changed.
