If u restore your ps3... it will remain on the current firmware.. it doesnt downgrade.

and also trying to install a lower firmware to the ps3 wont work if you are on a higher firmware.

What if you replaced the BluRay board which includes the nand (flash memory), then reformatted the HDD.

Could you possibly install a backup from another PS3 that had not been updated beyond 3.41 ?

I just found out that the BluRay board is somehow paired to the mother board.
