It looks fake, but if you REALLY get into factory service mode you CAN downgrade..
Looks edited fake if you ask me though...

If you compare the domain details (psjailbreak/psdowngrade) of a whois lookup, the sites haven´t got the same owner and are registered in different countries: Bahamas and Hong Kong. But if you look for the point "Contact us" there´s the email address of psjailbreak written. mmmhhh?
