i got it from a torrent
is isnt psl1ght, what it is, is a physics engine for making ps3 games but it has something in it where you can decrypt and encrypt .pup .self .elf and .bin files!!!

But seriously if that's the fake developers PS3 SDK release you should probably delete it before you start getting emails from people trapped in Florida.
