That's because you need to force it to pack through a CMD command that forces it to run. Here, follow this tutorial:

The tools to download it aren't complete yet. I get files varying from 2kb to 100kb and it won't download for 100%...

Maybe this would explain the non-working files..?

100% downloaded. We just need to be patient, I think there are not corrupted...
