Due to my n00biness in Windows and how its compilers work, I've only tested it under Ubuntu and Maemo, however, it should work fine on Windows (GUI starts, but I couldn't get make_self_npdrm.exe compiled so I left it).
.deb files available for linux, these contain everything you need to use the GUI, shortcut would be in Applications -> Accessories.

You need to get make_self_npdrm.exe yourself, and of course, have its required libraries in the same directory, need to learn how to use Windows Installers which I can't be arsed to do
