I bought warranty of a game store when my original warranty ran out so i would just say it broke and possibly get a new PS3 but would i be able to access PSN or just the PS3 in off-line mode with a new PS3?

I guess it depends on your warranty. If you have sony's factory warranty I doubt it since they will have to send it in and check the system. But if you have the stores warranty you might be in luck. Also if you get banned, its a console ban. So with a new PS3 you could access PSN.
