i had same problem i found out what to do after 2 days of trying non stop. turn off ur computers firewall under control panel and security. that usally does it but i had a spyware which had firewall protection also so i stopped it and than i tried it and it worked.. also if ur router is running wifi but ur ps3 is hooked up wired go to start menu and search "CMD" than when its open type "ipconfig" it will say IPv4 address type that one on patch blocker and than use it and dont forget when u set it up on ps3 u have to select custom and than under proxy say use. that should work.
