You may have a bad copy of the game or the backup was not successful. What version (PAL/NTSC) are you using for your backup? Was it downloaded or backed up from your legitimate game?

I backed it up 3 different types and off the original disk idk what's wrong

Then it frankly just might not work on your PS3. I have not tried to install GTA because I really don't play it that much anymore but if it don't work try a different copy or borrow a friends and see if theirs works. I am on Waninkoko's CFW and have had no issue's with any of my backups at all. I don't have your CFW so I cannot comment as to exactly what is causing it.

But When I play off the cd it works fine but when I try the backup it goes to the picture

That happens to me too it's annoying. The game is my friends and I got to give it back to him and the backup won't work

Is it NTSC-U or PAL version?

How do you check

If you live in California I can almost 99% agree that it is a NTSC-U version because you live in the U.S. Do some Google searching and find yourself a PAL version of the game and try that. Or you could simply purchase a PAL version of it probably for pretty damn cheap these days.
