This needed:
Cygwin with all packages and defaults. (You will need to go to Cygwin.com and download this)
PKG builder
PKG upacker
PS3 running on CFW or jailbroken
PS3 Keys from PS3 tools pack
Fail0verFlow PS3 tools win32
Everything above will be in ONE download link at the bottom of this thread.

Installing Cygwin/Decrypting EBOOT.BIN
Step 1.) Install Cygwin. Install with all packages and defaults. Once you have setup Cygwin, it is time to setup our key files. Look for the MW2 Keys in the file contained, or look for them elsewhere on the internet. Extract ps3.rar into C:\cygwin\home\(User)\ Where (User) will be your windows username, and already be premade for you by cygwin.
Place your EBOOT.BIN (or SELF) that you wish to decrypt into C:\cygwin\home\(User)

Navigate to C:\cygwin\bin\ and extract fail0verflow_ps3tools_win32.rar into this folder. Navigate to C:\cygwin\ and run Cygwin.bat
In the window that pops up, type unself EBOOT.SELF EBOOT.ELF and press enter
Navigate to C:\cygwin\home\(User)\ and collect your newly decrypted EBOOT.ELF file and put it on your desktop.

Unpacking the package
Open up ps3gtb.exe and drag and drop the MW2 package file/what ever PKG file that contains the patch. Now you should end up with a file named after your PKG suck as BLUS30377.
Open up PKG builder, and find that .elf file that was made using cygwin, and put it it the PKG builder main folder. Then run the PKG builder program, and look for the EBOOT.BIN that is in the PKG file, BLUS30377 etc. Click done, then verify that the version is correct, then hit done. Then make sure your .elf file is in the folder, along with the program, and click build. Select either 3.55CFW or 3.41JB, and hit Build. You will now be left with a package that contains your patch in it. To run it, stick it on a USB and install it via Install Packages, and it will save to your game data.

when u say patch file you mean "GameData" dont you? cuz i have tried that but it gives me this error
"[PARAM.SFO Check]: APP_VER entry cannot be included for GameData.
Illegal Package: PARAM.SFO check fail."
