There was a project by a french Dev for a DS Emu but im not sure what happened with that project, Last i heard from it was that it was still having bugs worked out along with a video of it in action.

why would you as the bottom part of the ds relies on the touch part plus the graphics are poor oven on the ds.

The touch part can be easily over-rided by simply using a mouse like function for when you need to use the touch part.
