ive heard there is away of flagging the system os firmware package file to downgrade in an update file, but i cannot confirm this.

There isn't a 3.56 custom firmware yet. It's just around the corner, all we have to do is wait. You probably have the "Install Packages" thing because you updated from the 3.55 custom firmware to the official 3.56 firmware. Since you did it, you lost the option to update via storage media. And no, it is not possible to downgrade a Playstation 3.
