I'm not fully comfortable with the way this program delivers errors but I think that there is a port conflict here. When you run PS3DNS.exe does it come up with windows firewall message asking you if you want to block outbound packets on that port - or something to that effect? If no then my suspicions are confirmed and it is a conflict as something is already running through that port therefor no need to unblock. PM if you still can't find root f problem
