Did you try re-booting your router/modem?

Most DNS problem can be resolved doing that.

Just reflash the CA24.cer file.
Change the PS3 DNS settings.
Reboot PS3
Start Fckpsn
Enjoy PSN!

Make sure you close programs that interfere with port 80/443, skype etc.

Should work straight away...
