Prob SONY tames the ps3 and makes it use less than what its got

Some games do not, while games like brotherhood, uncharted, the really big games use the whole ps3's gpu and cpu

i think wasnt gran tursimo 5 the only game so far to utilize 100 percent of the ps3 i think uncharted runs at like 94
