and to answer your question, yes and no really, you can't add or message anyone on the normal PSN as you're on a completely different server, but if you go on a game like CoD you can get into matches with people using regular PSN via the use of kingofunivers' server mapper tool.

They won't be able to invite you since you're on a different PSN server, and you won't be able to join session as you can't add them as a friend or message them.
