WTF? No you don't, if you're transferring from 3.55 to 3.60 all you need to do is connect an ethernet cable between the 2 of them and transfer away.

Same as any other data transfer, just make sure you transfer from 3.55 to 3.60 and not vice-versa.

You cannot data transfer from a newer firmware version to an older one, only the other way around. When PSN is back up you can try starting a multiplayer save on the dev servers which worked for me, only question is whether Sony will have fixed that by the time PSN is back up.
