No, and I'll tell you why. Your PS3 will check if your current version is equal to or higher than the version posted. So if you're running 3.55 and the file says 3.15 your PS3 will happily hum to itself about how lucky it is to have a firmware version ahead of the rest of the PS3's.
So why not make CFW that "spoofs" it is 3.62+ and make it download that, when in reality, it is a 3.55 rebug or w/e.
Sorry if this sounds pathetic, as I know it seems kinda obvious. I got a PS3 not long ago and I am currently working on getting out 3.61 so I can QA flag it. I'm sure if what I said was possible, we wouldn't have any issues downgrading.
