if you notice in the video there is no "Install Package File" that means he has just updated the system and the filemanager has just stuck on but he still wont be able to use it and also he has left on the modded patch before he updated.
I do know a way of hosting modded lobbies on 3.66 OFW but it will be at a price seeing as only a minimal amount of people actually know how to do it.
