Spanish developer, Matercrack released a tool which allows us to "play" with the dev_flash files.

According to Matercrack, we might be able to re-pack the dev_flash files and put them in a PUP file.

We can all predict that this tool is not for newbies like some of us. If you make a slight mistake, you may brick your PS3.
