I'm not too keyed up on jailbreaks but in order to downgrade you will have to solder a chip to your ps3 motherboard, there are guides on how to do this on the forum, just have a look and i'm sure you will find one.

Yeah, teensy or progskeet but they cost quite a bit and require soldering and are quite hard to do.

if 3.66 had no cfw or known jailbreak method why would 3.70 have it ,which came out a few days ago
