While these keys may not be immediately useful to most PS3 users, they can be used to decrypt 3.60 games (tutorial coming soon), and might possibly lead to even more interesting advances in the future.

they never needed 3.60 keys to play 3.60+ games they just resign the eboot with 3.55 keys so your ps3 will think the game was for firmware 3.55 and up and now that the 3.60 public keys are released they are a step closer to signing there own pkg *aka* Homebrew for 3.60 but you need private keys for signing the eboot
and the reason why 3.60 public keys work on 4.21 is because that Sony never change them ( i guess after 3.56 was launched they thought nobody will ever crack there new algorithm )
