what can i do with this firmware?

Dex=Sony game testing firmware, I may be wrong, but I'm pretty sure the private 4.21 keys is on this firmware.
It might get cracked in the future.
4.21 dex is almost the same as the 4.20 one. It just allows you to play 4.21 games too. which isn't that many.

Can you update from 4.21 ofw?

If I update it, what I can do that I can't do before?

No you will get an error code if you try to update.
Only for 3.55 users.
