Ok this dongle is called BlueDisk. I made thread called Bluedisk is looking good on psx scene about its features.
The dongle doesn't jailbreak on 4.21 but it can do updates from 3.55 to 4.21 and still boot homebrew. (it will then allow you to go back down to 3.55 when you want)
