[Tutorial] How to manually React PSN Content for 4.21REX
Credit to niwakun of PS3news for posting this, should help some people out on 4.21 REX.
* Assuming you have 4.21RFW installed and REBUG Toolbox installed.
- Run REBUG toolbox, enable REBUG Mode and exit (console will restart)
- Create a new dedicated user account on PS3. Then register to PSN.
- Download something on PSN that requires activation
Tip: if US account, download Uncharted 2 DLC (it's free BTW) or if Japan account, download Akiba Strip Dynamic Theme (it's free too)
- Now you have act.dat residing on your exdata of your current account home folder
- Now go ftp and browse over >> dev_hdd0/home/00000XXX/exdata
Tip: the XXX is replaced by any number, just browse over the account who had the current exdata folder with act.dat on it
- Backup your precious act.dat somewhere it wont lost, you can use this in the future to pirate PSN Stuff *har
- Now dump your IDPS, you will need that also. You can download the IDPS dumper You must login or register to view this content..
- Now your ready, use the raps file you downloaded over warez sites, convert those files using You must login or register to view this content. and using the unique files on your console, the IDPS and act.dat you can now activate PSN/DLC/PS1/PS2/Minis stuff.
Tip: make sure that the name of the rif file is same with the rap file like
RAP: EP4313-NPEB00087_00-TLEVIATHAN000001.rap
RIF: EP4313-NPEB00087_00-TLEVIATHAN000001.rif
Now transfer it on your PS3 via FTP or something feasible to transfer the rif file to exdata, where you get the act.dat earlier.

How can i use this to get need for speed most wanted? Im new to this so i dont know much.

I tried installing and activating the borderlands 2 mechromancer and captain scarlett DLC but it doesn't seem to have worked. The only step that I am unsure if I did properly is the idps dump. I didn't want to go back down to 3.55 to use the idps dumper so I got the idps from my flash dump then pasted it into a new file in my hex editor, is that correct?
Has anyone else managed to successfully activate borderlands 2 dlc?

If anyone is wondering why ReactPSN is not working proper. The reason ReactPsn does not work on Rebug 421.1. It has nothing to do with Rebug vsh patches ,cause they work like in past CFW they made. ReactPsn needs access the dev_hdd0\home\0000001\2\3\4\exdata <= User accounts. I have tried using Comgenie's Awesome Filemanager \ BlackBox FTP \ many others to access \home\ dev_flash\ pretty much all inaccessible no go.
The conclusion is ReactPsn needs write access to home & it can't no matter what. Seems it does not have proper patches for /wright/access/permission. This is the reason why ReactPsn.2.00/2.20.2.25, is failing .I tried all of them ,no affect at all.
I am 100% ReactPsn would not fail if rebug fixed this access issue ,or the dev for reactPSN fixed this & added patches like MultiMAn has. I want to know myself why this is happening ,sux. Besides that everything else is great .
MultiMAN FTP & any PC FTP client together is one of the ways ,to access home & every single other folder 100%. This tells me that MultiMAN has the all proper patches for permissions/write/access for 4xx..

is there any way you could help me learn how to transfer a pkg that i resigned on my ps3 to ngu? i cant figure out how to repak pkg files.
