For US/Canada people this app is not available. In order to get this app you either need a jailbroken device or iTunes account with UK region. So if you don't have a ITunes account with UK region, and have a jailbroken device then go to Cydia download "IPA Installer" go to google search Playstation IPA download, once it's downloaded go to IPA Installer and install it.

And if you want to download the IPA directly to your Apple device then download Safari Download Manager.
