IMO 4.xx CFWs are everything if not even better than 3.55 CFWs based on they are stable, more updated, and do not require as many fixes for games/programs to work. I see very little reason to stay on 3.55 these days.

As to the file manager, it is quite simple. You are browsing all the directories on the hard disk and usb devices. You can delete, copy, and move files like patches, trophy data, and save data(mainly good for copy protected files). Other forms of them are MultiMan and FTP server programs.
