It just means you have created too many accounts on your PS3. If you want to create more just do it through computer (Official PS3 Sony Website)
This is not a ban or whatever you think where did you get that from?

Is it really that hard to understand what that means?
Read the message back to yourself a few times, it makes perfect sense. You have created the maximum amount of accounts on your system.
If you were banned, it would say something along the lines of "you have been banned...." or "your account has been suspended.....". If there is no mention of the word ban.... then you are not banned lol

This is nothing to be concerned about, U Can Easily Just use A Banned Console Id And Create a new Account with it, and use the other cid ( if its not banned ) that wouldn't let u create the account to sign in....
Like all others have said it is Just because u are using a CID that probably was spread around by HEAPS of people and they all created 1 or two accounts..., and The maximum number of accounts created for that "One CID" had been reached.

I had a strange feeling that North Korea had something to do with this, I'm going to move there tomorrow so I can make more accounts on my ps3. I really need them.
