What's Going on Guys, it's RaffyHack and today I'm here with an easy step-by-step guide to convert from Cex to Dex in a 99% safe way! I tested this myself and it took me only 10 mins or less.
NOTE: There is almost no brick risk I tested this myself on a NOR console that was on rogero and it worked fine, anyways you are responsible for your actions so if you misunderstand something and/or brick your console it's YOUR fault!

If you are not on Rebug 3.55:
Enable QA Flag(Search on Google)
Install the Rebug 999 Downgrader from XMB
Install Rebug 3.55 from XMB NOTE: When installing a FW(Rebug or whatever) remove your disc from the PS3 or it will result in a Brick!
Steps: Eid Root Key Dumping:
First you need to dump your EID Root Key which must be done on 3.55 rebug. If you are not yurrently on 3.55 Rebug read the spoiler on top. Install and run the eEID_RKDumper.pkg you downloaded, the PS3 will just show a black screen and beep several times. You can now restart the PS3 and retrieve your eid_root_key from /dev_hdd0/tmp/ with Filezilla.
That is all you need from 3.55, you can go to rebug 4.21 or 4.46.
You can do this on rebug 4.21 using the toolbox. Insert a USB in the right port of your PS3.
Find the option "Export Flash to File", this will dump it to USB001 (right slot).
Now download and extract the c2d_openssl.rar to C:/ and install openSSL, this is required for c2d to work properly. Make sure you rename the folder to "openssl".
Now take you eid_root_key and your NOR/NAND dump and place in the folder with c2d.
Rename your original CEX dump to flashCEX.bin
Add .bin extension to eid_root_key.
Open a CMD prompt in the folder and paste this code:
c2d.exe root_eid_key.bin flashCEX.bin flashDEX.bin 82
Finally going to DEX
NOTE: NORBIN IS FOR NOR CONSOLE AND NANDBIN FOR NAND ONES!
Rename your original CEX dump to CEX-FLASH.EID0.NORBIN (16mb) or CEX-FLASH.EID0.NANDBIN (239mb or 256mb)
Rename your converted DEX dump to DEX-FLASH.EID0.NORBIN (16mb) or DEX-FLASH.EID0.NANDBIN (239mb or 256mb)
Place a USB in the right port of your PS3.
Open rebug Toolbox and select "Rewrite Target ID in Flash"(A couple of warning boxes pop up, click YES to both.)
Now Swap LV2 kernal, reboot and you are in DEX Mode.
Going Back to CEX
Rewrite target ID and it will auto swap LV2 kernal to CEX.
Accessing Psn on DEX
To access psn on dex go to Rebug Toolbox and in Selector Menu set:
"System Mode" to "REBUG"
"XMB Operation Mode" to "Debug"
"Debug Menu Type" to "DEX".
After you are done with this go to "Utilities" and on the last option(Change Active PS3ID) set CEX.

u dont need to go to 3.55 .
All the homebrew is also available for 4.xx cfw.
Its a nice post, but there is a more noobly one posted with pictures and everything! P.s. I doesn't take 10 min if you have to update and install .exe files.
It's basically a scaled down version of the other one's I've seen in order to make it easier to understand.
I wouldn't say it's the "easiest" method since the method never really changes, but possibly the easiest tutorial to understand.
