1. Open up rebug toolbox and navigate to /dev_rebug/vsh/resource/sysconf_plugin.rco , drag this to your desktop

2. open up RCOmagegui.exe and select the rco that we just transferred as the RCO Input, make the XML output anything you want i just made it sysconf_plugin.xml, basically just set it up like this,

Leave those two checkboxes ticked also.

3.Click Dump and you will get some folders on your desktop, Open up the "Text" Folder, and navigate to your language, since my PS3 is in English, im going to open up the English.xml in Notepad++

Thats what it should look like, go ahead and hit Ctrl + F and search for "Health" (Without Quotes)

You should see that, but since i have already changed mine, the text will be different, go ahead and change that text and be sure to not use that many special characters, as it may result in a softbrick. Then save the file.

4. Click the Compile tab on RCOMagegui and set it up as following: XML Input as the file we made back in Step 2 that we named anything. RCO Output as the RCO on our desktop that we transferred over (It is going to ask you if you would like to overwrite the file, just click yes. and check the ZLIB radiobutton for "Header Compression" then click Compile and wait about 30 seconds. The file will be compiled and then you can just put it back into the folder, then restart your p3 and see the custom loadup text.
