Re-install the same cfw ontop should bring it back to normal. If you cannot do it through the normal settings / update, try through safe mode...(Although i think safe mode has a higher probability of deleting your personal files)

If you use Rebug CFW. Then rebug toolbox has 2 options. Rebug Mode and Normal Mode.
It should to be on Normal Mode to install the spoofer. Because rebug mode usually has a spoofer pre-installed. (Althought i dont know what it has installed with 4.7
The previous rebugs had a spoofer.And yeah Dex is the way to go these days. With going online and modding + normal updates cannot be installed on Dex which means you never have to worry about someone accidently updating your ps3 etc.

Run multiman first. Before running anything else, there should be an option that says BD-Rom at the bottom or i think its the 2nd from the bottom, You should be able to re-enable it
The other option i guess would be to reinstall the latest multiman
