Try bending the clamps' middles inward to get a better connection between the chips and the heatsinks.
If your ps3 is having to warm up to display, I would assume you have a disconnected ball(s) under your RSX chip. Warming it up reheats the solder and the connection is made again. If this were the CPU chip, the console would not even run and warmup would not even be possible, but since the CPU is fine it is able to run but not display because of failing RSX.
A light reflow to the RSX may help with this.. I wouldn't recommend it unless you are comfortable doing such a process though..
