First it has to be copied your PS3 (HDD).
What region are your trying to change to? What game was it?

I’m trying to change to BLES and the game is Gran Turismo 6

Make sure you have it copied to your HDD.
With FireZilla or some other FTP program, copy over these files from the game: PARAM.SFO, LIC.DAT, and PS3_DISC.SFB. Make backups of these and edit separate copies.
You're going to need to download both ps3tools by aldostools and HxD Hex Editor.
In ps3tools, open up PARAM.SFO Editor, and change the region from the BLUS version to the BLES. (Unless it's a BCUS game, then it'd change to BCES-XXXXX)
Next, open up PS3_DISC.SFB Editor from ps3tools. Open up the PS3_DISC.SFB and change that to the BLES or BCES version.
Finally, open up LIC.DAT in HxD Editor. Hit CTRL+F and look up "BLUS-XXXXX" or "BCUS-XXXXX"
Rewrite over that in the right column (it's writing in INSERT format, so you can not backspace it. Start from the B and just type from there.)
Finally, transfer those files back into the game folder, and replace those files.
When you launch the game, it will ask you to update if you did it correctly. That is how you know you switched properly.
