Have you tried restoring your console id to the one you used when downloading and installing the game? That's usually the problem.

You go into multiman and load the game from there. It will give you a message on screen about something that it will format the version to your FW or anything, just click yes and it will convert the patch file to your CFW version.

009 error is more common with the needing to patch a game to your firmware. 17 error usually revolves around the wrong console id being used to run a game.
