Try rebuilding database or restore file system. not sure if this would work as I'm not lagging. Also before you try that just unplug your router for 5 seconds and plug it back in.

The update was crazy but Sony did give us patch 2.22 to help. If that doesn't work try solo sessions or unlink social club account.

Go into Recovery Mode and select "Restore File System", this will solve the laggy xmb or whatever you have got.
