I'm not sure but remember that game consoles use RAM more efficiently than PC's. PC's need a reserve of RAM to perform operations in the background for the operating system.

ps3 uses the ram on the cpu more than its memory ram

256mb main memory (XDR, very fast and expensive RAM) and 256mb graphics memory (On RSX GPU - Geforce 7800 derivative)

Ram on the CPU? you mean the 256kb caches on each SPE? Yes, those get used almost constantly depending on the game.
