For the missing SFO file, you guys could try and Hex edit one from another game? I don't know if it is that easy (the SFO file is a general file across all games) or impossible (the SFO contains saved data for each game, so no two are the same) but it's worth a shot, maybe?
As for the region locked save (BLES/BLUS) this is the tried and tested method that I can confirm working (credit to the_noob):
Step one: Copy your save off of your playstation, onto your USB or Memory Card (for this example, it's a BLES.)
Step two: Download the save you require but is in the wrong region (for this example, you have a BLUS save that needs to be BLES.) Copy it to the memory card.
Step three: Step two: You may want to backup your save before this step. Copy all the files, except the .SFO file from the downloaded save (BLUS) to your save's folder (BLES). Confirm overwrite.
Step four: Delete the BLUS folder, you no longer need it.
Step five: Open Xploder, and the save should show up on your Memory Card/USB on the right hand side. Copy this to the computer files on the left hand side
Step six: Copy it back onto the memory card/USB. You will recieve an error, something along the lines of "check failed, possible data corruption." Just click "OK", or confirm. The save will copy back to the Memory Card/USB.
Step seven: Copy the save back onto your PS3. If you recieve the "Corruption" error, either you have done something wrong, or I have typed this out wrong (hopefully not, but I've just finished a night shift, so cut me some slack. (If it is wrong, PM me, I will double check and correct after sleep.)
Step eight: Play the game, some games may require you to delete your save, as it will not read the downloaded save otherwise.
I tried this method and it worked on Dead Rising 2, converting a US save to EU.
