[Option 1]
Turn slightly left and climb the house in front of you.
Get a visual of your target, press L1 to highlight (until you see the white outline)
Press L2 and select the Marksmen ability, have them kill your target by pressing L2 again.

[Option 2]
Just run up and kill the guy...

The Cutscene should appear, then DING goes Man of the People.
Tested on dummy account, it works 100%!

Its one of the level saves, just load it up and look for the symbol on the map, i think it around chapter 8 ish i got it on.
